PO&RMS ACCOUNTANTS INTEREST MOSTLY NEGLATED. AT LEAST THE SPECIAL ALLOWANCE BE MERGED WITH PAY FOR FIXATION ON PROMOTION.INCREMENT SHOULD BE NOT BELOW 5%. INSTEAD OF TBOP,BCR ACP MAY BE GET.
The amalgamation of entire postal staff into two pay bands do not carry conviction.The pay of a cadre should be fixed according to the responsibilty.Otherwise it is meaningless.Supervisors shouldering higher responsibilities should be paid more.TBOP/BCR should not be compared with norm based LSG/HSG II and their responsibilities are different.even SPMs of time scale SOs ,especially those of delivery SOs shoulder higher responsiblities and it is but natural that they expect some higer remuneration.All Timescale SPMs of delivery SOs should be paid special allowances ranging between Rs 200-p m to Rs 750- according to the number of BOs attached with those offices.
LSG should be treated as promotion there should be a raise in his grade pay atleast to the tune of Rs 1000-.Similar increases should be given to promotions to HSG II,IPO/ASPOs etc.Further,after every five year the pay of a supervisor should be increased by atleast Rs 500- till he is placed or rather promoted to the next higher cadre.
The above suggestions would be more effective if the following changes are also made:
1.The tenure of the offcials/posts ahould be uniformly 3 years. 2. OAs in divisional offices should be posted only after writing an qualifying examination.
3. All officials working in the accounts branch of HPOs should pass the PO accoutants exam.
4. Accountants should be paid a special allowance of Rs 400-
5. MEs & SAs should be paid higher wages and atleast a special allowance of Rs 400-p m should be paid.
6. TBOP/BCR schemes may continue,but those posted in time scale SOs as SPMs should be treated as semi-supervisors
