Sub: Grant of Pension, Maternity leave to ED (Now Gramin Dak Sevak) employees
As a part of implementation of VI pay commission report the Sri.R.S.Natarajamurthi committee looking in to the revision of wage structure and other service conditions of GDS has submitted its reported to Minister for Communications on 29.10.08.
FNPO and the constituent unions had submitted a memorandum to Sri.S.R.Natarajamurthi on 16.10.07 with a copies being endorsed to your good self, Sri. P.J.Kurian M.P (RS), Dr. Sri. Sanjeevareddy M.P (RS) President INTUC, and Suresh Kodikunnel Ex M.P. A note containing the modifications required in the Nataraja Murthi Committee report was submitted to the Sri.P.K.Gopinath committee examining the implementation of the committee report on 24.11.08.
FNPO has mainly demanded in both the memorandums pension, maternity leave, to women GDS employees, prorate wages and exgratia gratuity to GDS. Among these FNPO desires that pension and maternity leave may be implemented as detailed below.
Pension
Various types of pension schemes are introduced to the organized and unorganized sector. Honourable Prime Minister has declared that a minimum pension of Rs. 400/- per month will be granted to all senior citizens above 65 years. But strangely enough, the ED employees in the postal department has not been granted a single paise as pension even after elapse of 62 years after independence of the country. It is the ED employees spread in 7 lakh villages that the various pension such as Agricultural Pension, Old Age Pension, Widow Pension, Handicapped pension, TB/ Cancer Pension and Beedi workers pension etc …. are being distributed. It is an irony that ED Employees distributing all these pensions are not given any pension.

The GDS employees are not in a position to get the pension recently declared by the Hon: Prime Minister. Therefore we appeal to your good self to interfere in the matter and to take necessary steps to modify the Nataraja Murthi committee report to this extent.
The minimum wages of the Group-D employees of Central Government is 7000/- and the minimum pension is 3500/-. As such the GDS employees with a workload of 5 hours are eligible at Rs. 1750/- as pension and Rs. 875/- as Family pension.
Maternity leave
Out of the 2,75,000 (Two lakh Seventy Five Thousand) GDS employees working in the department, Women GDS employees numbering below 25000 are working in the department. Among this employees there are only 7500 employees between the age group of 20 and 40. This shows that only a small group of women employees require maternity leave. But not even a single day is granted as maternity leave even after 62 years have elapsed after independence. Our government is making legislations to reserve 33% of the legislative membership to women. The culture of our country is to pay respect of womanhood and motherhood.
The Honourable President of India is a lady. Smt. Soniyaji Gandhi one of the strongest women in the world is heading the body controlling the national Government. In a democratic country like ours, it is very strange and pathetic that women employees are ignored for a long period. The FNPO desires that justice may be meted out to the women GDS employees. Earnest efforts from the part your good self is solicited in solving this long pending Issue.

The suggestion of the NUGDS in this regard is furnished below.
The VI pay commission has revised the maternity leave of central govt employees from 135 days to 180 days up to 2 children. The social welfare Ministry had taken special interest in enhancing the leave. Shri.R.S.Nataraja Murthy has recommended for GDS employees 3 months Basic TRCA (Pay) from welfare fund which is maintained out of the monthly contributions made by the employees. This recommendation has lost the sprit of the maternity in its totality. Therefore we request that a proportionate maternity leave of 3 months for children up to 2 may be granted to GDS employees. Besides child care leave up to one year for 2 children may grant GDS employees. The leave benefit eligible for departmental staff for abortion/ medical termination of pregnancy may be also be made available for GDS employees. We pray your good self to interfere and initialize your influence and make earnest effort to achieve this legitimate demand.
The pension and maternity leave for GDS employees should not be viewed in a financial point of view but as a part of social justice. We pray your good self to intervene to achieve this goal.
