In the first instance I would like to discuss briefly about ACPs having been implemented in Naval Department. The cadre structure in civil wing of Naval Defence Dept. is as furnished.
Office Assistant 3200 – 85 - 4900 – PB.I 5200 – 20200 – 2000 (Grade Pay)
1st ACP 4000 -100 – 6000 –PB.I 5200 – 20200 2400 -do-
2nd ACP 5000 -150 8000 –PB 2 9300 –34800 –4200 -do-
Hither to they were having ACPs with two promotions and the basic cadre official got promoted as shown above.
But since the present ACPs i.e., three promotion systems is implemented to them and the anomaly crept which is as follows:
OA 3200-85-4900 – PB -1 5200 – 20200 – 2000 (Grade Pay)
1st ACP 4000-100-6000-PB-1 5200- 20200 - 2400 -do-
2nd ACP 4500-125-7000-PB 1 5200 - 20200 – 2800 -do-
3rd ACP 5000 – 150-8000-PB.2 9300 – 34800 – 4200 -do-
Now the pre-revised scale of 4500 – 7000 is suddenly introduced for the 2nd ACP and the anomaly crept as some of the officials were already promoted in the scale of 5000 – 150 – 8000 in the 2nd ACP prior to implementation of 6th CPC.
Let us keep a close watch on that, as to how it will be sorted out whether it has any repercussions on any other department.
If the 3rd ACP is placed in much higher Pay Band or Grade Pay any comparative restructuring can be obtained to our Cadres as OAs of Naval Department starts at much lower scale in the pre revised scale.

Let me give one example a fellow working in Lumbering work in ALASKA is paid more than 250 $ per hour even an IIT fellow in US does not get 20% if the perks.
Therefore I feel that we are the people who work hard should get more justified pay due to heavy work load and also due to acute shortage of staff, but not on mere qualification alone, as this has become a fashion in this Country. Further, I would like to state that there is a transformation in formulating the pay structure from SCALES to PAY BANDS in 65th Pay Commission and I for one feel that there are lot of restrictions to restructure CADRES as the limit in grade pay is between 2400 to 4800 and cannot go beyond. Therefore, keeping in view of the restrictions, I humbly suggest the following for your kind consideration if it is acceptable.

But if the restructuring of POSTMEN CADRE for 3 ACPs is formulated the entire analogy detailed above that is PAY BANDS and GRADE PAY has to be pushed further rather requires further upward revision as the criteria of the POSTMAN PAY and GRADE PAY should be less or equal to POSTAL ASSISTANT PAY and GRADE PAY, the SPECIAL PAY need no change.
Regarding PRI (P)s they should be invariably kept at HSG II will all the benefits mentioned above and similarly, all nor med based posts in S.Os and H.Os to carry similar benefits.

Hence the following new nomenclature is proposed along with levels and units to be under their control.

If that is the case what should be the position of officials recruited with bachelor degree and working in this department or that of other central government departments.
Hence i would like that limitation to system admins be immediately scrapped from union sides as this may cause severe repercussions

It is shameful for a Union to openly publish a comment that they have demanded
that the pay of a particular section should not be higher than another section.
In the first session you are telling “ we are the people who work hard and should get more justified pay due to heavy work load”
We System Administrators are also demanding the same - only our justified rights.
We firmly believe that we do work hard and professionally and as such we deserve more.
Our claims are not for more salary than any section. We would request you to evaluate
The salaries of personal in BSNL and Railways doing the same job (may be lesser job). Then why there is a comparison with salaries of Postmasters.
You can very well demand for more salary for Postmasters but not for lesser salary for System Administrators. It is cheap.
Regarding qualification, we demand that all the present working System Administrators should be
accommodated irrespective of qualification. Kindly do not forget that we have POSTMASTERS
With 8 th Std qualification. Simply writing MCA as qualification is easy. But, what about the officials who have been
Working as System Administrators for the last so many years with out any MCA or MSc. Should they be thrown out ?
We are demanding only, I would repeat ONLY – EQUAL PAY FOR EQUAL WORK.
The comments rendered are too ambitious and hypothetical as
1.The System Supervisors/Officers in the Banking Sectors and in any other Depts in State/Central Govt., are attending to the similar duties that of System Administrators
2.The problem lies with the nomanclature of the cadre as System Administrators in some Depts is equivalent to SSPOs in the heirarchical promotions to the official who has
joined in the basic cadre with B.Tech qualification and therefore the nomanclature needs immediate change to System Supervisors/Officers.
3.In the Banking sector the clerks are redesignated as System Officers attending to the similar duties (as of SAs) without any extra perks/scale but gets TA/DA as he has
to traverse across the entire zone covering nearly 500kms and also should go to the remote places. He has no fixed working hours and also summoned to attend even during midnights if the banks work
is held up due to any technical snag.
4.The Civil Engg cadre (J.E.) in the Civil Wing is equivalent to the erstwhile IPOs cadre of 5500/- scale in the prerevised scale and obviously is lower to Postmaster cadre,
therefore requires correction in the PROPOSALS OF RESTRUCTURING OF CADRES and the socalled SA/SS/SOs to be relegated to 5500/- in the prerevised to be correspondently fixed.
5.It is observed that even in the I.T.sector (Satyam Computers and IBM) the MCA candidates are now being dumped into CALL CENTRES where the pay ranges between 7000/-and 20000/-
the minimum being less than the Group'D.
6.It is not like bargaining vegetables in the groceries, as the Dept is not so dumb to buy every proposal putforth without verification.Afterall ignorance cannot be the criterian/
rationale for claiming avaracious demands.Therefore, let's be PRAGMATIC.

It worth mentioning here that since 12 years of my joining as PA in DOP and designated as Sytem Manager, no DG, NO CPMG, NO DPS nor any officer told me what is my qualification in the feild of Computers. But how come after streamling the Computerization i will be asked for higher qualification, why this question was not raised before when the compuetr jobs was been assigned to us. we worked days together to get it streamlined and even right now , just tell me which service is being launced with out system managers ? till date we were been given assurances from the union leaders even by the Sect. Post that system managers will be given specail gardes. But where are the promises and right now is the new question .... R U MCA QUALIFIED???
