Sub: - Filling up of Posts of JAOs/ AAOs in the in the Dept. of
Telecommunications
It is learnt that the Department of Telecommunications issued a circular to all departments calling for volunteers from eligible officials to fill up the above posts.
In this connection, my Union wishes to bring to your notice that about 500 qualified employees of the Department of Posts are eagerly awaiting promotion for the last 17 years and were very hopeful after the Hon’ble Minister has given his consent for the proposal of the merger of Group B Accounts cadre of DOP & DOT. It is also learnt that the DoPT had also cleared this proposal. Now the above circular of the DOT had caused great concern to them since it would seal their future prospects.
As the above merger proposal was formulated in consultation with the Secretary Dept. Of Posts, my Union urges that appropriate immediate action be taken for amalgamation of the Group B Accounts cadre of both the DOP & DOT which will facilitate the 500 qualified JAOs of the Department of Posts waiting promotion will be absorbed immediately in the DOT and it would open a chain of promotional avenues for more than 2000 employees. If the merger proposal is not cleared, it may result in that JAOs from Postal Side who are on deputation to the DOT are likely to be repatriated very shortly and will have chain of reactions causing frustration and dislocation of postal employees.
My Union feels that the merger proposal would benefit the Department of Posts to facilitate to recruit more qualified younger generation having proficiency in computer and IT which is the need of the day in the present changed scenario. It would also benefit greater flexibility to the administration to fill up the STS Group A Posts for utilizing them for new services to enable revenue generation for the department.
There is a feeling amongst the employees that ego prevailing between the officers of the two departments regarding the cadre controlling authority of the Group B cadre of accounts personnel in the event of merger is the main hurdle in this issue. If this is true, my Union is of the opinion that the issue could be sorted out by the Minister if it is not possible to resolve between the officers of the two departments.
Anyhow, my Union wishes to reiterate that taking into account the bright future prospects of the employees of our department who are awaiting promotion for the last 17 years, needful action be taken to facilitate them to be absorbed in the JAO cadre immediately and the merger proposal be agreed to in view of the larger interests and welfare of your subordinates.
My Union shall be thankful for urgent action and a line in reply.
