POSTAL JOINT COUNCIL OF ACTION NATIONAL FEDERATION OF POSTAL EMPLOYOEES FEDERATION OF NATIONAL POSTAL ORGANISATIONS ALL INDIA POSTAL EXTRA DEPARTMENTAL EMPLOYEES UNION NATIONAL UNION OF GRAMIN DAK SEVAKS     JCA/2009                                                                                Dated 22nd September 2009   To All Circle Secretaries & All Divisional / Branch Secretaries of NFPE / FNPO / AIPEDEU / NUGDS     INDEFINITE STRIKE FROM 7.10.2009 Dear Comrades / Colleagues,   The Postal Joint Council of Action comprising of NFPE, FNPO, AIPEDEU and NUGDS has met on 21.09.2009 in the Office of FNPO in New Delhi under presidentship of Comrade T.N.Rahate President of FNPO. Both the Secretary General and all General Secretaries of affiliated Unions / Associations and the General Secretaries of AIPEDEU and NUGDS attended the meeting.   The JCA discussed in detail the situation prevailing including the non-approval of GDS Pay Commission recommendations by the Cabinet Meeting held on 17.09.2009. The JCA noted that the discontentment and disillusionment amongst the three lakhs of Gramin Dak Sewaks has grown very deep due to the inordinate delay in acceptance and implementation of their pay revision even after ten months from the date of submission of recommendations by the GDS Committee.   The JCA also noted with concern that many proposals by Staff Side for modifications in the GDS Committee Report have not been incorporated in the final proposals. The JCA also noted the distortion in prorata wages in comparison to the corresponding category of regular postal employees as well as the discrimination introduced against the GDS on the issue of bonus ceiling. JCA noted that the denial of 1.86 times fixation formula and grant of 3% rate of increment to GDS like the regular employees also a matter of serious concern.   After a thorough discussion, the JCA came to the unanimous conclusion to immediately serve Strike Notice on the Government on 22.09.2009 to commence an Indefinite Strike w.e.f. 7th October 2009 on a Two Point Charter of Demands as follows:   1.Approve and implement immediately the GDS Pay Commission with    the modifications sought by the Staff Side; and   2.Remove the discrimination against the GDS on the issue of grant of    Bonus Ceiling.     The Postal JCA also decided to organise a Joint Strike Tour in all Circles by the CHQ Office Bearers of the Federations and all All India Unions / Associations as well as the GDS Unions from 1st October to 5th October. The CHQ Office Bearers allotted to each Circle and their contact phone numbers will be placed in the Websites of the Federations and All India Unions shortly. The responsibility to organise successful Strike Tour Meetings in State Capitals and Regional Headquarters rests on the Circle Secretaries of affiliated Unions / Associations.
