1. Drop all measures to merge SROs with Head Post Offices and reject the recommendations of PMG Kurnool.
2. Stop merging RMS Offices having more than 10,000 mails in violation of agreement between the Department and the Staff Side.
3. Stop all negative moves of merger / abolition of RMS Divisions; CRCs; ROs; Transit Sections; and Night Sets.
4. Drop all moves towards privatisation / outsourcing of MMS functions.
5. Implementation of Arbitration Award on OTA; Revise OSA; and refix ceiling for entitlement for drawal of OTA.
6. Recruitment of required Drivers and Work Shop Staff.
7. Filling up the vacant posts of Assistant Managers in MMS; Mail Guards and MSE staff in RMS.
8. Abolish all GDS MM posts in RMS and regularise the existing GDS MM as MSEs.
9. Grant Temporary Status to all eligible Casual labourers as on service on 1.9.1993; Issue immediate orders for drawal of 6th CPC wages to all RRR Candidates, Casual labourers and Contingent Staff.
10. Revise unscientific work norms in Speed Post and CRCs.

Respected sir,
Kind attention is being drawn to the fact that a charge sheet was issued to me by the S.S.POs, South Hooghly division, Serampore, Hooghly, West Bengal on the last date of my retirement in my house at 1:30PM with allegation of short credit amounting to Rs 2,25,70,000/- ( Two crores, twenty five lakhs and seventy thousand) and also excess payment of agent’s commission amounting to Rs 2,45,800/-(Rupees two lakhs forty five thousand eight hundred only) for the period from Dec 2003 to July 2004.
Subsequently, FIR was lodged at Chanditala PS, Hooghly, West Bengal, bearing case no 12/2005 dated 16.01.2005 and also a Departmental Inquiry was started by the Disciplinary Authority by appointing an I.O (Investigation Officer) and one PO (Presenting Officer) and after completion of enquiry a report was submitted by the respected I.O to the office of the S.S.POs South Hooghly, West Bengal division in the 1st week of march 2006. PO reported the IO that allegation of short credit and excess payment of agent’s commission could not be proved and established for want of related records.
But regret to inform that despite submission of a lot of prayers to the S.S.POs, South Hooghly division and the DPS (Director of Postal Service) SB (South Bengal) region office of the PMG (Post Master General) West Bengal circle, kolkata 700012, for a period of 3 years, but no reply has so far been received from those ends.
As such finding no other way and also being loose hearted the matter is brought to notice for justification and consideration. In this connection it may kindly be noted that:
1. The HPO (Head Post office) Serampore, where daily accounts from all sub offices are assembled daily, had never lodged any complaint during the above noted period about short credit and excess paid agent commission to the office of the S.S.POs South Hooghly Division against Begampore SO (Sub Office).
2. No any investor/Depositor attached to Begampore SO lodged any complaint about non receipt of KVP/NSC/MIS/TD against tendering money at Begampore SO
3. Allegation was also brought against me during a period of 18 days when I was on tour (LTC) at Hardwar
4. The schedule of short credit contains a date (13.06.2004) which was Sunday
5. It is true that mistakes may be committed due to unavoidable circumstances, but that does not mean that a huge amount of government money has been misappropriated
Sir, I am a poor and old man and have been suffering from ‘Diabetes’ for a period of twenty years and my eye-sight has now become in worse position. I am deprived of having pensionary benefits still now. Now I am extremely in need of money and even I can not purchase requisite medicine for want of money. My wife has also been suffering from chronic female disease.
Also to be noted that after completion of 35 years of service on the last day I am getting this kind of false allegation. It’s really very disappointing to me.
I also asked DPS for a copy of IO report (under RTI Act), but according to him investigation is still in process. I can not understand why this kind of delay to my case. It’s around 5 years for a departmental enquiry!
Under such circumstances it is requested to pursue the case and take suitable action for settlement of the Rule-9 case at the earliest convenience for which I shall be much benefited and remain ever grateful for kindness.

2. Speed post works all the years except three day in the years. this is not justfying we are also have families relatives and social life but in worked in speed post is like bounded labourers.This type of policies make harrasement and amongs employees specially working in speed post branches.
3. Speed Post service was started to defeat the private couriers company but due to wrong approach our officials are just converting Regd.letters and Regd Parcels in speed post. not bringing any more business.Speed Post should be booked for only conected speed Post centers and not for villages and rural area where it can be delivered in time-bound period. But we can see that by BNPL scheme all speed posts booked for villages and rural areas and it should be booked and Regd.Mails
