Today, the General Secretary, NAPE-C met the DDG (P) and the Director (SPN) regarding the above subject and had a detailed discussion. They have agreed to fill up the unfilled HSG II posts . The officers, it is learnt had also spoken to the officer concerned in Tmail Nadu Circle. I have also contacted the concerned officer in the CPMG’s office in Tamil Nadu Circle and had a thorough discussion. He had assured to take action immediately and I hope that HSG II posts lying unfilled will be filled up.The GS also explained the experience of A.P. where the notional promotions were given even after 2002 which were cancelled thereafter. The GS argued that for the sake of disputed promotions they can not victimize the eligible officials waiting for the promotion and they will be penalized if their promotions are not considered before 31-12-2009.The Circle office is expected to issue orders immediately.

Thank you for your immediate and effective response for my simple comment on your news. Hope the long suffering of LSG Supervisors in TN Circle will come to an end atleast now by your swift and expeditious action. I request the CHQ to constantly follow it up till materialisation. Irrespective of Unions many Supervisors are conveying their happiness and gratitude to you.
As per DOP&T OM NO.22011/9/98 - Estt(D) dt.14-12-2000 non-adhering to the time frame with regard to granting promotions is a matter of serious concern and model calendar for DPC should be strictly followed. As per rules, DPC should be conducted well in advance and the panel of eligible candidates should be kept ready right at the beginning of the year, for the vacancies arising throughout that year.
No matter the promotee be a top executive or the lowest Group-D staff, promotion is a mile-stone in his life and a reward that encourages him throughout his career. When it is unnecessarily delayed or denied it inflicts a javelin's wound in the heart of promotee which has direct impact on his productivity.
Indeed Supervisors are not paid better than their PA/SA for shouldering higher responsibilities. Nor is any special allowance granted. But every letter addressed to them says 'you will be personally held responsibile' - whether it is an eMO failure or correctness of enumeration figure. Though their efforts are not rewarded by monetary equivalent, atleast their due promotions can be given without delay. I request the CHQ to keep a watch over adherence of time frame by administration as per rules. -
Raoji,Thank You very much for the timely action in taking up the case of delay in convening the DPC for acording HSG 11 Promotion in
TN Circle.As correctly said, Disputed promotions etc cannot be a valid reason for non convening DPC because of which career of many LSG oficials are affected which has resulted in considerable frustration among the officilas thereby adversely affecting their morale.Review DPC can be held for such disputed promotions.Please monitor the case till DPC is convened for which cause of action LSG oficials of TN Circle will ever remain faithful to you Sir.

My sincere thanks to you for conveying our true feelings to the Administration. We hope atleast by this time the crisis will be solved and promotion list released immediately. Kindly follow up. Eventhough resolving individual cases is inevitable, Unions should be more concerned about policy matters which will affect employees at large.
Of course, promotion is not a priority matter for the admn. which has to struggle with lot of developmental and business activities everyday. But one should remember that every effort is successful only with the support,hardwork, sincerity and dedication of the staff at field level. So they should be encouraged by atleast recognizing their contribution to the Department.
Prolonging HSG-II promotion for this long of time is painful. Kindly see it released early for which all LSG officials in TN will be thankful to you Sir.

Thank You for taking up this subject with the directorate.Since
some officers with vested interests are operating against our LSG cadre in TN circle,we can not get justice from TN circle unless our Pr,CPMG personally intervens.These group not thorough in LSG recruitment rules besides getting themselves confused are delaying the convening of DPC for HSG11 promotion.There was only one Rule for LSG Recruitment and that was LSG Recruitment Rules 1976.LSG accountants postings were made under this recruitment rules only and no other seperate statutory rule was there.Even after 1976 LSG recruitment rule was replaced with 2002 LSG recruitment Rules, and Directorate has specifically clarified that there is no seperate accounts cadre, this group is still playing mockery of the recruitment rules.By their inaction these group defeated the very purpose for which directorate ordered to fill up all LSG/HSG11/HSG1 including resultant chain vacancies.They are operating against the interests of supervisory operative cadre.To get rid of this problem,kindly consider the following.
1.Responsibility should be fixed for non convening DPC for 2009.
2.Action may be initiated against those who are responsible for according notional promotions to inelegible persons.They can only delay but can not deny the promotional prospects of LSG cadre.The day is not far off when all LSG/HSG offices will be manned by selection grade officials which will certainly have far reaching implications in the operational efficiency leading to higher EC ratio.
