THE PLI DIRECTORATE CONDUCTED WORKSHOP FOR UNION OFFICE BEARERS ON 14-05-2010 AT POSTAL STAFF COLLEGE,INDIA,GHAZIABAD.THE SECRETARIES-GENERAL AND GENERAL SECRETARIES OF THE FEDERATIONS AND UNIONS INCLUDING THE GDS UNIONS PARTICIPATED.DR.UDAY BALAKRISHNAN,MEMBER(PLI),SRO S.SARKAR,DIRECTOR POSTAL STAFF COLLEGE,SRI S.K.SINHA CGM PLI,PRATIBHA NATH JT.DIRECTOR PSC, AND OTHER OFFICERS OF THE PLI DIRECTORATE PARTICIPATED IN THE WORK SHOP.
SRI S.K.SINHA MADE THE PRESENTATION ON THE POSTALLIFE INSURANCE.HE CONGRATULATED THE STAFF OF THE DEPARTMENT IN MAKING THE DEPARTMENT NO 2 IN THE COUNTRY IN INSURANCE BUSINESS.THE DEPARTMENT ACHIEVED 4.5 MILLION PLI AND 13.6 MILLION RPLI POLICIES WHICH IS A MILE STONE IN THE INSURANCE SECTOR.THE GENERAL SECRETARY SUBMITTED THE VIES OF THE UNION THROUGH THE PRESENTATION WHICH IS POSTED HEREUNDER .THE GENERAL SECRETARY ASKED THE DEPARTMENT TO ISSUE REJOINDER ON THE PROPAGANDA IN THE MEDIA THAT THERE IS NO PERMISSION FOR THE POSTAL DEPARTMENT FROM IRDA FOR THE INSURANCE BUSINESS WITH THE GENERAL PUBLIC FOR WICH THE MEMBER RECTED POSITIVELY.THE GS ALSO RAISED THE UNETHICAL SPLITTING OF POLICIES AND NON RENEWAL OF PLOCIES AND NON ISSUE OF POLICIES IN TIME WHICH IS DEVOLOPING NEGATIVE MARKET.THE DETAILED REPORT IS POSTED HEREUNDER

VIEWS ON THE MEASURES NEED TO BE TAKEN FOR FORMULATION OF STRATEGIES FOR ACIEVING THE VISION
Sir,
In reply to your DO NO 30-2/2010-LI dated 3.5.10; this union would like to furnish the following views. You are aware, that millions of polices have been procured during the last year, but not delivered the Books/PDS till date. This alone shows our concern to customer. Over ambitious and enthusiastic targets yielded unhealthy policies, particularly in the filed of micro insurance causing a very negative market .We will be deceiving our own valued customers for ever by encouraging unhealthy proposals.
We are also customers for many other schemes, and we feel bad if no service is rendered by the service provider. The other service provider, in the insurance field is able to render very wonderful service to the satisfaction of the customer with little staff. Having been provided with vast net work facility, a little after sales services is rendered by us. The quest should be for realistic and practicable achievements followed by door delivery of the goods.
This union has gathered the opinion of all the members working in remote, rural, semi urban and urban areas and has come to a conclusion that the service rendered by us is not up to the mark of the customer. The micro insurance though getting good number of policies, the very purpose of insurance is defeated as the same person is taking 10 policies at a time. Therefore, the entire system of micro insurance has to be reviewed thoroughly before extending the same to PLI also.
This union therefore urge upon the following changes urgently for better after sales service.
1. New Establishment for PLI & RPLI schemes.
Despite increase of the PLI & RPLI in many folds no new establishment is provided till date. This union therefore, proposes to provide a new and separate establishment.

2. Realistic Targets.
Impracticable and ambitious targets causing unhealthy policies particularly in the area of micro-insurance. Therefore there should be realistic targets for ever as is below
3. Infrastructure:
1. Common software
The present software developed by the NIC is having many mistakes and our dependency on them is to be reduced and we should have our own servers and software.
2. Common and professional training to all GDS/PA/SPMs/Postmasters etc
The present In-house and Licentiate trainings are not result oriented and therefore, a professional and common training is to be prepared and sent to all the units in accordance with norms of the IRDA. The Daily Allowance of Rs.200 to the GDS PLI sales force is not sufficient and the same should be at least Rs. 500
3. Wide range, Common print and media advertisement across the nation
The present publicity of PLI scheme is also not up-to the standards. Advise of the reputed ad-agency is to be taken urgently for a common advertisement across the nation..
4. Provision of sufficient Funds Stationary
Sufficient funds have to be given to all the Circles at the time of distribution of targets for printing of PLI stationery viz: Loan/Surrender/Maturity /AEA forms and death Claim forms and PLI/RPLI proposals forms /PRBS/PDS

Good company & make computers and printers @ two and five to each HO/Division have to be provided along UPS and AMC
5. Regular payment of incentive
Most of the Circles are not regular in payment of incentive to PLI/RPLI sales force. There was an order from the PLI Directorate to effect payment of incentive with effect from 1.10.09 to all the marketing staff by the Divisional offices . But no software is provided so far. In Andhra Pradesh incentive is being recovered from about 500 PLI sales force due to audit objection which is demoralizing the DE/DAs/DO s/FOs. This may be stopped urgently.
6. Updation of pre 10/08 pay, cash and other schedules.
Software was provided for uploading PLI/RPL pay and cash policies after 10/08 on development of Web based software. But there is no provision for uploading of pre 1/08 schedules. This may kindly be taken into consideration and software may be developed .
7. Extension of PLI scheme to all public as was done in RPLI
As on now only government employees are eligible for PLI plans. Since the Department has given high targets, the scheme may kindly be extended to the other general public.
Therefore, we must have a common strategy not for achievement of over ambitious and unrealistic high targets but for provision of best after sales service. This union is ready to extend any kind of support from all the members, if the above required provisions are made urgently. Let us march, joining the hands together for the betterment of the services to our valued customers.
