Para 32. Thus, when the Pay Commission opined that by virtue of merger of the pays scales of Rs 5500 - 9000 and Rs 6500 - 10500, the same would "automatically bring Inspector (Posts) on par with Assistants in CSS/Inspectors and analogous posts in CBDT and CBEC, what it meant was that from hence, Inspector (Posts) would sail in the same boat as his counterparts in the Income Tax Department or Central Excise or Customs Department or for that matter the Assistants in the CSS. "The difference in the grade pay is not one created by the Pay Commission but the same is due to the fact that as late as in 2009, it is the Government of India which had raised the grade pay of the pay scale 6500 - 10500 that existed as on 01-01-2006 vide order dated 13-11-2009, whereby posts which were in the pre-revised scale of Rs 6,500 - 10,500 as on 01-01-2006 and which were granted the normal replacement pay structure of grade pay of Rs 4,200/- in the pay band PB 2 will be granted grade pay of Rs 4600 in the pay band PB 2 corresponding to the pre-revised pay scale of Rs 7450-11500 w/e/f/ 01-01-2006. And, if a post already existed in the pre-revised scale of Rs 7450-11500, the posts being upgraded from the scale of Rs 6500 - 10500 should be merged with the post in the scale of Rs 7450 - 11500/-. In fact had the above enhancement in the grade pay been recommended by the Pay Commission, it would not have omitted to consider such an increase in the grade pay of Inspector (Posts) as well.
Pre revised scales 5000,5500 and 6500 were merged.As per the view of CAT vide the above para,the leadership may please check the possibility of getting grade pay of Rs 4600 for the posts in the operative side where the prerevised scale of 5000 existed.Please take this seriously.

Doesn't it mean that the grade pay for the pre-revised merged scales of 5000,5500 and 6500 will automatically be 4600?

This view point appears to be genuine.If the CAT made a verdict stating the opinion of the 6th CPC that the merger of the scales 5500-9000 and 6500-10500 would automatically bring Inspector Posts( with prerevised scale of 5500) on par with their counterparts in other departments(with prerevised scale of 6500),then it would automatically bring the posts with prerevised scale of 5000 in the same grade pay of 4600 as the scale of 5000 also was merged with the scales of 5500 and 6500.A serious discussion on this issue is inevitable.

Please don't take dream for 4600 GP. Only Inspectors are entitled for 4600 GP as there is Direct recruit element since 2003 in IP cadre. But some Senior ASPOs are taking all efforts to delay the implementation as they want their GP raised first. By CAT decision all IPOs of 2003/2004/2005/2006 may get pay hike of at least 4000/- in basic pay. It is fact.Yes Assistants and Income tax /central excise Inspectors got pay fixed at 17000/- after up gradation and they are all drawing Basic pay of 19000 and above including GP4600. Why should IPOs debarred from this benefit. But some very bad elements or jealous peoples are playing mischief at Dte. They will not succeed. IPOs will get ball benefits of fixation similar to other Inspectors. Thanks to Permanandji and company.

Sir, I agree with above comment.Some ASPOs and some SPOs are taking very much interest in their GP first. SPOs would like to jump in GP of 5400 and Senior ASPOs would like to jump to 4800 and become Supdt. Here is problem.If all peoples get GP hike we should be happy.All are our brothers/sisters in DOP. But attitude of some Dte Officers is hostile towards IPOs and it is just like Pak army's attitude towards India. Hence implementation of CAT is being delayed.Those who are powerful get the benefits always. See how Income tax Inspectors /Central Excise Inspectors/Assistants of central Secretariat got benefits of pay fixation with GP of 4600/- wef 1.1.2006 quickly. We poor IPOs are sidelined by our own employer i.e. DOP.This is discrimination and hostile attitude. I also agree that CAT order for GP of 4600/- is applicable to IPOs only and not to the other staff of DOP. Please see the CAT decision for your satisfaction.Basic pay of IPOs who joined during 2005,06,07 may reach to approx 19500/- on implementation of CAT order.At present they are getting Basic pay of less than 17000/-(Incl GP).
