Sub: Constitution of Transfer and
Placement Committees in the Department of Posts for recommending
transfers/postings of the officers / officials of the Department –reg
I am
directed to refer to above mentioned subject and to say that in compliance with
the Hon’ble Supreme Court’s order dated 31-10-2013 in WP(Civil) No. 82/2011,
the Department of Personnel & Training (DOP&T) has issued directions
vide their OM No. 11013/10/2013-Estt.A dated 09-01-2014 that there should be a
body akin to the Civil Services Board (CSB) in each cadre to consider the
transfers and posting of the officers/officials. In view of this, the Competent
Authority has decided to constitute “Transfer and Placement Committees” in the
Department of Posts for the recommending the transfers/postings of the officers/officials.
The composition of the Committees at various levels in this regard will be as
under.

The Committee will
recommend the Transfers/posting/allotments of the officers/officials which
are required to be approved by the CPMG. The committee will also recommend on
the proposals of transfers/postings received from Divisions in the Circle
before CPMG’s approval in case Circle has no Region or if there is a Region
under CPMG.

The Committee will
recommend the Transfers/posting/allotments of the officers/officials which
are required to be approved by the PMG. The committee will also recommend on
the proposals of transfers/postings received from Divisions in the Region
before PMG’s approval.

The
committee will be the recommendatory bodies and will make recommendations for
transfers/posting of officers/officials of the Department. The final decision
on the recommendations of the Committee will be taken by the Competent
Authority concerned.
From
now onwards transfers/posting of all Group ‘A’, ‘B’ & ‘C’ staff in the
Department of Posts will be done by the Competent Authority after considering
the recommendations of the Transfer and Placement Committees detailed above.
This
may be brought to the notice of the all concerned.

Madam,
The instructions issued by
the Directorate with reference cited above were interpreted and misinterpreted
by the Regions/Circles in a different way. Under item 3(iii) the committee in
Regional Office will recommend the transfers/postings of the officers/officials,
which are required by the PMG. Under item number (iii) 3 the definition for the
competent authority was understood differently and Regional Head has to approve
all the Rotational Transfers which made the issue more complex. Circles already
referred the matter to the Directorate for necessary clarification.
My
union therefore requests issue of immediate clarification.
