The Sixth Pay Commission has not recommended separate scale of pay to the above categories in spite of our demand in our evidence before it explaining the ardous nature of duties performed by them. The officials working in the above posts are much distressed and agitated over the injustice done by the sixth pay commission. In the Kerala Circle Conferences held this month on 6th, 7th and 8th, the System Administrators and Marketing Executives met the Secretary General, FNPO and Shri.P.S.Babu and demanded that separate scale of pay should be awarded to these catgegories of officials. The System Administrators demanded HSG I scale of pay and said that they should not be sent back to work as P.As or Supervisors and be allowed to work as permanent System Administrators.The present officials working as System Administrators have also said that they are prepared to pass any examination to be prescribed by the Department.
During the informal talks with the Officers of the Department, we understand that the Department is also willing to consider higher scale of pay to the System Administrators.
Now, the CHQ invites suggestions from other System Administrators and Marketing Executives in this regard.

Separate Cadre for System Administrators should be demanded. Don't compromise for any petty allowances or increments.
We System Administrators of Idukki Postal Division met Sri IMG Khan, DG (Posts) on 06.04.2008, during his visit at MUNNAR (KERALA). He has agreed to do all possible in favour of System Administrators. He is of opinion that when a cadre has to be formed, a basic qualification has to be fixed. While doing so, he insisted that the people who had worked hard during the last several years should not be deprived of their due benefits.
Let us favour fixing a Basic Qualification. Then only the creation of cadre can be taken up. So let the Department fix a qualification and recruit System Administrators directly as in the case of IPOs, and the existing System Managers accommodated after an immediate Trade Test with 20 % weightage in marks. The existing System Administrators should be accommodated immediately. We should demand accommodating all present incumbents along with new recruitments in 80:20 ratio with assured merit as well as time bound promotions in the new cadre.
Ms K Noorjahan, Member (O&M), Postal Board was also in Munnar. She was also apprised of the problems of System People. She had attended the FNPO, Circle Conference at TRICHUR, KERALA. FNPO System Administrators had a separate meeting with her. She has also assured all supports for our cause. She is the only officer having such a deep inclination to the problems of System Managers/Administrators.
We had a separate meeting with Sec Genl Sri D Thyagarajan and former Sec Genl Sri P.S. Babu. Issue of a new cadre has been taken up.
All of us should take a look at the recommendations of Pay Commission in Para 3.8.11 for EDP Staff (under Common Categories, Page No- 207). A Data Processing Assistant is recommended with Pay Band 7450-11500 in PB-2 with Grade Pay 4600. We should demand this, and not for any allowances or increments otherwise our fate will be the same of Accountants. (Pay Commission has agreed to hike the allowance of Accountants double !!!!!!!!!!!

When we have to ask for a Mountain to get a hill, our Unions should not hesitate to ask only for a Separate Cadre ? Some may not be able to think of a cadre with Pay Band 7450-11500 for SAs. But it is our right by virtue of our nature of work and all the sufferings of yester years. We should not have any inferiority complex in demanding our legitimate rights.
We cann’t compromise for any trade union gimmicks as in the case of GDS Staff & RTPs. Our unity is of high importance at this juncture. The time now is a do or die situation. If we are not able to get our demands now, I don’t believe we will get it later. There is no chance at all.
We should fight for a separate cadre.
No body will disagree that we are not simple Data Entry Operators. We are much more than a Data Processing Assistant or even much more than that ie, Backup operator, Hardware Engineer, System Administrator, Network Engineer, Computer Trainer etc.

It will be good to see a separate scale for the system administrators. But there will an exam. for the post of S.As and the qualifiers should get the benefits. As initially S.As have been nominated from among the P.A cadre to do the work and after several training sessions they are doing the work assigned to them. Now the Govt should think of the matter and before giving them a separate scale, there should be an exam and all should be allowed to sit in the exam.
Here I want to say that if the Dept. is thinking of a separate scale for S.As why not for the Accountants? Though they have qualified a deptl. exam and doing a separate nature of work in the Dept,they are not getting a separate scale/ higher scale from P.A cadre. The Accountants should have been given a separate scale, otherwise, day will come no one will be interested in appearing in the Accountant exam. And HPOs/Divisions will be functioning without Accountants.

A Technical Wing as like Postal Civil and Postal Electrical Wing is need of the hour. Though Department of Posts has taken up the project of Computerization of its Post Offices since last 20 years but it has not given proper thought on its implementation neither it has given due weitage to the human resource development. Whatever the Department has gained in the field of Computerization its because of the Hard work being given by the System Administrators from the PA cadre. As the Department is going towards full computerization including the Branch Offices through Online transactions i.e. Any time banking the duties and responsibilites of the System Administrators will increase manifold. Hence without a separate Technical Wing this huge work cannot be implementate properly neither out justified demands will get proper attention. We strongly demand a separate Technical Wing with due status to the System Administrators.

I strongly suggested that new cadre with aseperate pay scale is absolutely necessary for Syatem Administrators whle their work is considered.Most of them are working around the clock sincerly to achive technological excellance for our department with out getting any thing extra.Heigher officers (DG.Member, DDG tech, PMGs ete ) are willing to create a seperate cadre .Please fight for sepereate cadre and never compromise for any allowance
