Respected Sir, The entirety of Postal Employees are at a painful loss to understand the inordinate delay in implementation of the GDS Committee Recommendations to three lakhs of Gramin Dak Sewaks despite the fact that the Nataraja Murti Committee had submitted its recommendations in the month of October 2008 itself. The Government took only five months time to finalize implementation of 6th CPC Report pertaining to more than 40 lakhs of Central Government Employees and Armed Forces from the date of submission of recommendations by the 6th CPC, whereas the Government is taking more than ten months to finalize its stand on implementation of GDS Committee Report pertaining to three lakhs of Gramin Dak Sewaks after submission of the Report by the said Nataraja Murti Committee. It is also most unfortunate that most of the modifications sought by the Staff Side including maintaining historical pro-rata wages in relation to comparable categories of regular postal employees; the issue of parity on the matter of Bonus Ceiling under PLB Formula; 1.86 times fixation benefit and 3% rate of increment as given to regular employees are distorted in the name of Nataraja Murti Committee. To add salt to injury, the Cabinet Note that was got included as an additional item for the Cabinet Meeting on 17.09.2009 was not taken up for approval for reasons unknown to us. The entirety of Postal Employees in general and the three lakhs of Gramin Dak Sewaks in particular are disillusioned to know the above facts. The Postal Joint Council of Action comprising of National Federation of Postal Employees [NFPE]; Federation of National Postal Organisations [FNPO]; All India Postal Extra Departmental Employees Union [AIPEDEU]; and National Union of Gramin Dak Sewaks [NUGDS] has therefore inevitably forced to come to the conclusion in its meeting on 21.09.2009 to serve a Notice for Indefinite Strike on 22.09.2009 to commence the strike w.e.f. 7th October 2009. The Postal Joint Council of Action is therefore requesting your personal intervention to ensure approval of implementation of GDS Pay Commission with the modifications sought by the Staff Side in the very next Cabinet Meeting itself besides ending the discrimination created by the Department of Posts in the matter of bonus quantum ceiling between the regular employees and GDS. Happy to see that two major Unions are together for the cause of GDS. It is time to settle the issue. Union office beares are getting humiliated and demoralised before the ardent true questions of GDS Staff.
It is seen in the NFPE Blog that NFPE is arranging a Seminar on 7.11.2009 for the cause of System Administrators.
If our Union thinks the demands of System Administrators are right, why the Union is hesitating to fight for their cause also. It is disheartening to see that no post is shown in our blog for redressal of problems of System Administrators. I feel sorry to say that NAPE is silent about the toiling System Administrators. If I am mistaken, why there is no joint action for redressal of problems of System Administrators. Or should we believe that u have got least concern about SAs ? Why should only NFPE market the problems of SAs ? Why should u allow this ?
