Many members expressed concern about the department's attitude in fixing the eligibility criteria for appearing the ensuing Group B examination to be held in May 2010 as 01-01-2008 instead of 01-01-2010. We had already discussed this issue with the concerned officer. A letter addressed to the Secretary (Posts) is reproduced for information to our members.

The above communication has not been sent to this Association though it was found in the communication that copy forwarded to “Associations/ Service Federations s per standard list.”
In the above said communication it is said that Clerical Line officials working in Post Offices with five years regular service in the Lower Selection Grade (LSG) and above as on 01-01-2008 are eligible to appear for the P S Group B examination.
The crucial date fixed for determining the eligibility has effectively debarred General Line officials from appearing for the above examination. The reason is best known to Madam. In almost all Circles, no LSG postings were made for the last so many years and the Circles started issuing notional promotions from the year 2004 and 2005 after the receipt of instructions from the Postal Directorate.
In as much as the examination is scheduled to be held in the year 2010, the department can fix the crucial date of eligibility as 1.1.2010 to enable General Line official’s eligible to appear for the above examination in view of good number of vacancies exist now. Altering the crucial date of eligibility will not hamper the prospects of anybody. The successful candidates in this examination, however, will not be given seniority from the year 2009,but only from 2010. The rule fixing the crucial date of eligibility was framed by our department only long back when everything went on well and the Circles scrupulously followed the instructions/ rules of the Postal Directorate. Now the situation is changed and each Circle acts and functions in its own way.
In fine, my Association urges Madam to fix the crucial date to become eligible to appear for the above examination as 1.1.2010 instead of 1.01.2008.
My Union shall be thankful for urgent action and a line in reply.

I saw your letter addressed to Dte.I did not find any thing written for bebefit of the common general employees serving for decades together.Kindly do some thing for the bonafide employees who have served in the department as PA for more than 20 years and denied to appear the Gr-B Exam-2010. though they were allowed to appear the examination previously.
and they too would be at the verge of their retirement.Let the Dept.openly declare that they would not allow General Line officials to hold the charge of Gr B cadres.

As Shri.M.Muralidharan has correctly said, the intention is not to fill up these General line posts but to fulfill the formality of conducting the Gr.B exam successfully to their interests.Like the saying that 'Operation is successful but patient is dead'.Let us wait and see how many General line Gr.B posts are going to be filled up because of this exam.
As the cause of vacnacies has been taken as, "up to 31-12-2009", then the service criteria of eligibile officials should have also be up taken as up to 31-12-2009 (i-e) 5 years of regular Services in LSG as on 01-01-2010. If the eligibility creteria is taken as on 01-01-2008, the vacancies arose up to the year 2007 should alone have been notified and not up to 31-12-2009. Taking the vacancies of 2008 and 2009 and NOTIFYING THE VACANCIES OF 2008 AND 2009fixing the eligibility creteria as 01-01-2008 means permitting the in eligible candidates to compete againgst the vacancies of 2008 and 2009. This is totally unjustified and jeopardise the prospects of the officials who will be completing 5 ears services as on 01-01-2010.THEREFORE IT MAY KINDLY BE TAKEN UP AGAIN WIITH DIRECTORATE TO FIX THE ELIGIBILITY CRETERIA AS 01-01-2010 OR LET VACANCIES UP TO 31-12-2007 BE NOTIFIED FOR THE ENSUING Groub -B exam
Again it is FNPO to plunge into action spontaneously for the rescue of aspiring and brilliant employees who yearn for efficiency based promotions. Thank you Sir. As rightly said by Mr.Chenna, the vacancies meant for those who complete 5 years as on 1-1-2009 and 1-1-2010 should not be given away for those LSGs who complete five years on 1-1-2008. If at all the Dept. wants to club the vacancies of 2008, 2009 and 2010 years for filling, it would be just and appropriate only if the latest cut-off date ie., 1-1-2010 is taken into consideration for determining the eligibility and NOT the earliest ie., 1-1-2008.
Further, on introduction of Postmaster cadre, this much of Gr.B vacancies will not fall in future - since a sizeable number(116) will be apportioned as Sr.PM. So kindly pursue it and see that it is changed right this year. Hope the DG Madam will understand the feelings of the TRUE candidates and decide.
