SIR, WHAT A FOOLISH ORDER IS THIS. THE SAME SCALE OF PAY AS PAID IN LSG.HSG-II AND HSG-I ARE PAID TO THE POSTMASTER CADRE -I,II AND III. IT IS LIKE PAINTING AN OLD HOUSE WITH A NEW COLOUR. THERE IS NO USE FOR THE OFFICIALS BY THIS ORDER.SO KINDLY TAKE NECESSARY STEPS TO STOP THE ORDER IMMEDIATELY WITHOUT IMPLEMENTING. ALREADY THERE ARE LOT OF OFFICIALS WAITING FOR HSG-I, HSG-II AND LSG PROMOTIONS WITH REGULAR NEEDED SERVICE. FIRST POST ALL OF THEM IN THE NECESSARY CADRE AND THEN THINK OF OTHER THINGS. NOW AN OFFICIAL COMPLETED 20 YEARS OF SERVICE ITSELF IS GETTING A GRADE PAY OF RS.4200 WHICH IS EQUAL TO HSG-II. THEN WHO WILL TAKE THE RESPONSIBILITY OF POSTMASTER WITHOUT PROPER REMUNERATION. SO PLEASE MAKE A JCA MEETING AND ARRANGE FOR JOINT STRUGGLE AGAINST SUCH FOOLISH ORDERS GOING TO BE IMPLEMENTED WITHOUT THE CONSULTATION WITH THE UNIONS.

Why Officials from PM Gr.I should wait for 6 years to be promoted to PM Gr.II. It should be only three years as of now. The same analogy should be made applicable to the officials in PM Gr.II to PM Gr.III as of now instead of five years. When the Postmaster cadre is from Group 'C' officials of Postal side upto HSG-I,why 75% of posts inGroup B PM posts are redserved for IPOs. It should be 50 : 50 only. Further LSG cadre officials with 5 years service should be made eligible to appear for Group B examination as of now. The department's contnetion that the 19%posts reserved for Postal officials as on date could not be filled up owing to dearth of qualified officials does not hold water since no direct recruitment in the PA cadre has been held for the last 18 years or so. If the department do not agree, we must insist that all the Group B Postmasters Posts should be reserved for Postal side officials.

As mentioned by Shri P.S. Babu, while the cadre is created from and for General line Supervisors,it is not a just decision to give away 75 % of Sr.PM Posts to IPs. Unless 100% of Sr.PM is given to General line, it will not fetch the expected result. B'coz among the 29 Gr.B posts earmarked for PM cadre, hardly 2-3 posts will be allotted to each Circle. Once they are occupied by young PMs, it will block the opportunity of others for 10-15 years. So there is no reason for the existing Supervisors to opt for PM cadre. In the wake of 4600/- Grade pay granted to a counter PA, calling for volunteers to shoulder responsibility throughout their career, posing a distant fruit called 'Sr.PM' is quite deceptive. I am certain, even if 3000/-, 4000/-, 5000/- and 6000/- allowance or Special Pay is offered for the cadre, it will not be much coveted or aspired for. Because heading an office at field level is not an easy job nowadays. When all the 'You will be personally held responsible' letters are showered on the Postmaster, he should not be paid atleast less than his counter clerk who has got MACP-III & enjoys freedom and all comforts.
Let us assume that no existing Supervisor is opting for it. In that case only LSG posts will be filled by examination. B ' coz it is beneficial only to those PAs completing 5 years of service. But Grade-II and III PM posts will continue to be held only by the present incumbents for the next 6 years - until these PM-I officials become eligible.
So, unless the cadre is exalted above Group-B, ie. beginning with 5400 Grade pay and a sizeable Special Pay is attached in consultation with staff side, it will not be successful. It is just another FTP scheme which was abandoned on agitation.

Dear Sir, I fully agree with the comments of Sri.P.s.babu and Sri.Senthil. As said by Mr.Senthil even the LSG posts will not be filled up as the existing officials will not be promoted to the higher cadre as they have not opted for it. Already we are facing lots of problems after assuming the HSG-II or HSG-I posts due the implementation of Project arrow and now it will be more worst.
Better give a second thought before implementation of these orders which are to be notified on 14.12.2010
sir, Postmaters cadre is not at all attactive. It will enthuse only those who entered into the DEPT. recently, by fixing 5 yrs service for appearing first level PM.Again seniors are brutalized and always cursed by way of such reformes,so to say.Please think of taking into account of eligilbe seniors who all along have serenity/methods to handle the day to day things to decide in the Dept. Dept. fails to make use of the wise among seniors which alone yield expected output wrt service/public utility. Definetley and of course Dept. might know of this fact, but it has taken such unmindful decision to get along in the history of P&T long run.
Totally, this seems to corner some and sideline more.
Hence this undoubtly needs further look-into to make this long expected Scheme meaningful and only fruitful.
India is always Young & energetic b'coz of very old epics and ethics.
