THE DEPARTMENT ISSUED CLARIFICATION AFTER GIVING SO MANY CASES OF OFFICIALS WHO WERE STOPPED AT THE GRADE PAY OF Rs 2800/- TREATING THE GROUP D AND POSTMEN AS TWO PROMOTIONS AND IN THE CLERICAL CADRE THE TBOP AS THIRD PROMOTION(MACP). EVEN THE BCR ALREADY GIVEN IS WITHDRAWN.NOEW THIS CLARIFICATION GIVES RELIEF TO ALL SUCH OFFICIALS WHO WERE NOT ALLOWED THIRD MACP EVEN AFTER 30 YEARS IN THE CLERICAL CADRE

As per the latest orders dtd 25.4.2011 kindly clarify as to whether the official is eligible for MACP-III or not.
One official who has been recruited as Postman and on completion of 3 years of service passes the LGO examination and promoted as PA and on succesful completion of 16 and 26 years of service as PA, has been upgraded to TBOP and BCR, but on completion of 30 years of service in the PA cadre has been denied the MCAP-III with the plea that he has already got 3 promotions in the service.
But as per the calrificatory orders the entry cadre in this case is PA only.
Whther this is correct or the departments plea is correct?
